Bank Negara Malaysia's (BNM) Payment Cards Framework - Interchange Fee

In line with the requirements under Bank Negara Malaysia (BNM)’s Payment Cards Framework (PCF) Policy, Interchange Fees are as shown below, effective by 1 January 2023.

Interchange Fee Ceiling

Domestic debit card
0.10% of the value of the transaction or RM 0.37 + 0.001% (whichever is lower)
International debit card
0.27% of the value of the transaction or RM0.63 + 0.001% (whichever is lower)
Credit card
0.60% of the value of the transaction.

PLATFORM TO REPORT UNAUTHORISED CARD SURCHARGE

Merchants are not allowed to impose a surcharge or set minimum purchase amount on debit card or credit card payment from cardholder’s card transaction. Cardholder may lodge a complaint on merchants imposing a surcharge or minimum purchase amount for payment card transactions to Acquiring@bankrakyat.com.my.

INFORMATION REQUIRED

  1. Cardholder’s personal details (e.g. full name, NRIC number, phone number)
  2. Full name of merchant;
  3. Address of merchant;
  4. Name of the merchant acquirer (institution that provides payment terminals) - (which can be found on the top part of the payment card transaction slip or the payment card terminal);
  5. Evidence that the merchant is imposing a surcharge or minimum purchase amount (e.g. transaction receipt with the surcharge amount, notice displayed at the retailers’ outlet which indicates that a surcharge or minimum purchase amount will be imposed).
